as for the whedon comment on tara/amber not coming back - given that he compares it to seth Not Wanting to come back given what he was being asked to perform (as opposed to $) - I'd say the logical conclusion one would draw from joss's statement is that amber also did Not Want to come back given what she was being asked to perform.
also since amber notes in her interview that she is open to anything since she likes to/has to pay her bills - one would be hard pressed to think she turned down a paying gig on a show she loves working with people she loves - over it not paying enough
I'd say the truth is implicitly if not explicity there for all to see - amber told eonline she was "protective" of tara and what she has come to stand for to the fans - whedon says it was a "seth" situation (actor unhappy with the part so unwilling to come back) - amber obviously has bills to pay and is taking low paying indie parts to pay the mortgage - so it sure wasn't money keeping her from doing more buffy
nice to see there is an actress in hollywood who has principles that can't be bought off - and who really cares about her fans
