I'll start this off with a list of fics that
include the character JFK but
focus on the W/T relationship. This means JFK is either a side character, mentioned in flashbacks/memories, or in a doomed relationship with Willow. In alphabetical order, to boot.
A Love Beyond the Stars by Dax
A fic set in the Battlestar Galactica 'verse. You don't need to have watched BSG to read this fic. JFK is Tara's best friend, and in a romantic relationship with Faith. Faith is Tara's ex, but their relationship ended well before the beginning of the story. JFK and Tara have a sisterly relationship, and JFK is a very likable character. This is a terrific fic.
Before Now and Forever by Aline S.
This fic takes place following the Sunnydale implosion at the end of season seven. Willow and JFK are in a troubled relationship, when Buffy wishes Tara back from the dead. Quite a bit of relationship angst, but W/T end up happy at the end, and JFK finally accepts the two of them as a couple and redeems her character by the end.

Willow comes back to Sunnydale years after the implosion. The story includes (and deals with) all the events post-
Seeing Red. Willow
was in a relationship with JFK prior to the first chapter, but by the start of the story they have broken up. Willow explains to Dawn why this happened, and compares how she felt about Tara and JFK, respectively. Tara wins. Tara's back from the dead on borrowed time. The story's a work in progress, so we don't yet have the happy ending, but it's certainly progressing in that direction. We do have kissing. ^_^v

Post season seven Sunnydale implosion. Willow and JFK are together at the beginning. JFK decides to break up with Willow because it's obvious Willow's not over Tara. Tara comes back from the dead. Lots of angst. JFK is out of the picture at the end, Willow and Tara are together, albeit with lots of rebuilding to do.

Willow and JFK are together, when Tara is brought back with Buffy's wish. There's no choice for Willow--Tara is the obvious choice. JFK doesn't take it well.

Wrecked. Five years later she returns with a startling piece of news. Willow and JFK are together at the beginning of the story. Willow and Tara are together in the end, and it's mentioned that JFK is beginning a relationship with an original character in the epilogue. There is a link to a sequel in progress.
Half of my Soul and All of my Heart by ladydewinter
Willow and JFK are together at the beginning, although their relationship is not going so well. Anya hatches a plan to bring Tara back from the dead. W/T in the end. A nice, long, lovely story.
Ressurection by Orange Bulldog
Willow and JFK are girlfriends at the beginning. It's set after the season seven Sunnydale implosion, which has a strange side-effect. From the wreckage appear survivors--fallen Slayers-in-training, Anya, Tara. Relationship angst--what are they now?--but W/T together and deeply in love by the end.
Returning by Deixs
Post season seven Sunnydale implosion (although it's far less destructive in this fic. Just the school and some surrounding territory). Willow and JFK together at the start (some kissing). Tara is discovered alive in the cemetery near her grave. Xander, Buffy, and Dawn notice the police report with Tara's picture. Willow/Tara at the end, with JFK grudgingly accepting that she and Willow aren't meant to be.

Chosen fic. Tara is brought back to life by Buffy's wish. JFK steps aside when Tara shows up--she knows she doesn't have a chance--and by the end she and Willow are friends, Willow is with Tara, and JFK's with somebody else. ^_^v You guys should definitely read this one.
Seeing is Believing by Kirk Baldridge
An interesting take on W/T. The story actually follows
JFK, who is whisked through time, back one year. She sees what all the Scoobies were like before the events with the First. She realizes what Willow and Tara were like as a couple. The story ends with Willow/Tara married. Unlike the others on this list, Willow and Tara are not the main characters of the story, although they have a lot of "screen time". It follows JFK. But try it out--it's an interesting read.
Shades of Grey by the Rainbow Writers
Splits off from the main story during the season seven battle against the First. Tara is back from the "dead" (she wasn't really dead) and shows up at Xander's apartment. Willow and JFK are together at the beginning. Totally epic fic. You should already have read this one. If not, get to it! What are you reading
this for? ^_~ Willow/Tara together and forever at the end, along with Faith/Dawn and Buffy/OC. Screen time is split between the various couples, but W/T get lots, and the writing's great.
Sometimes Love IS Enough by Deixs
Tara left Sunnydale after Willow's car accident with Dawn. Willow didn't turn to dark magic, and Warren wasn't killed. The other events of season seven did happen, but Willow and JFK are only friends (Willow turns down JFK's advances). Sunnydale was not destroyed. Dawn is graduating--will Tara return for the ceremony? W/T in the end.

Jack Frost-inspired fairy-tale. W/T together at the end. JFK shows up, and wants to marry Willow, but Willow wants Tara.

Willow is a vampire and Tara is a werewolf. They develop a quickly-growing relationship. JFK shows up toward the end, but she doesn't have a large part, and is not an obstacle to the relationship between Willow and Tara. W/T together at the end.
The Watcher of Sunnyhell by Boop-oop-ee-doo
The W/T-version of
The Wizard of Oz. This fic is hilarious. JFK is the Insufferable Brat of the West. W/T lovin'.
The Wiccans Grim by Trista
A collection of fairy tales done W/T-style. JFK makes a brief appearance in the fifth one,
Follow the Black Brick Road. She hits on Willow. Willow's response: "Sorry. You're very beautiful, but Tara's my true love!"
There but for Glory by Kirk Baldridge
Tara from a dimension (similar to canon) travels to another. The Tara there had been killed by Glory. JFK is there, as is Oz. Willow and Dawn are the Big Bads, but not everything is what it seems. W/T together at the end.

Story begins during
Older and Far Away. Willow is the victim of a random sexual assault. JFK is a flirty friend of (and hitting on)
Tara in this one. There's quite a bit of relationship angst, but in the end Willow and Tara are together and happy.

Willow and JFK were in a relationship, but they've broken up by the first time JFK is mentioned. Epic story--I highly recommend this one. Willow/Tara together in the end.
You Do NOT Get to Say Her Name by Spellbound
Alternate version of season seven. JFK shows up and wants Willow. They're figuring out their relationship when Buffy wishes Tara back from the dead. Tons of relationship angst. JFK loses and Tara wins, 'cause how can you compete? ^_~ Willow/Tara together in the end.
