The writers and producers say the first romantic inclination didn't happen until 'the I in Team' when Tara tried to give Willow the dolls eye crystal.
Its the talk of every anniversary as its a memory to reminisce. Who made that first move and henceforth can be blamed for everything in any argument until death do you part. It takes two to tango completely fabricated for an imagined argument significant other! yeah well maybe you should learn not to tread on my feet and we'd take up the lessons again. *sigh*
