I think the general consensus is that Willow and Tara were very patient, wanting this relationship to build carefully. First smoochies would explain so much about who finally thought "I can't take this anymore!!" and proceeded to kiss the other girl senseless. Every time I see Willow taking the initiative, my mind imagines "Take Charge Tara" putting away her fears and self-doubts and surprising the redhead with her forwardness. Ah well, the less we know, the more Pens writers will gift us with their visions of those days.
